Chippewas of the Thames First Nation is seeking qualified house builders and contractors who can support our housing priorities through quality construction, fair procurement practices, and meaningful community benefit. This page outlines what we are looking for and how to submit your interest.
What We Are Looking for in a House Builder / Contractor
1. Proven Experience & Capacity
We are seeking contractors who can demonstrate:
– Successful completion of residential projects of similar size and scope
– Proper licensing, insurance, and (where applicable) bonding
– Ability to meet timelines and budgets
– Strong health & safety practices
– Experience working with Indigenous communities (preferred)
2. Community Employment & Training
Priority will be given to contractors willing to create pathways for our members, including:
– Long-term Employment Opportunity
– Apprenticeships and on-the-job training
– Skilled trades mentorship
– Potential partnership opportunities with Fanshawe College (apprenticeship programming)
3. Market Rent Opportunities for Members (Off-Reserve / Other Municipalities)
We are also interested in contractors or companies that can provide market-rent housing opportunities through their own rental portfolios for our members who are seeking housing in other municipalities. This may include:
– Access to available units
– Collaborative referral pathways with our Housing Department
– Clear eligibility and tenant screening practices
3. Fair Procurement & Conflict of Interest Standards
To ensure fairness and transparency:
– No personal gifts, incentives, or benefits may be offered to staff, leadership, or decision-makers.
– Any donations, sponsorships, or community contributions must be directed to Chippewas of the Thames First Nation (not individuals).
– Proponents must disclose any real or perceived conflicts of interest.
4. Collaboration & Communication
Contractors must be prepared to:
– Work collaboratively with Housing, Public Works, and Finance
– Provide regular progress reporting
– Participate in site meetings and community engagement when required
5. Value Added Contributions (Optional but Encouraged)
Examples:
– Warranty enhancements
– Energy-efficient or climate-ready designs
– Support for future maintenance training
– Local supplier partnerships

COTTFN Housing Construction RFP Submission Form
Chippewas of the Thames First Nation (COTTFN) Housing Department is accepting contractor proposals for residential housing construction projects within the community. This form is the official submission portal for responding to Housing Department Requests for Proposals (RFPs). Before beginning your submission, please ensure you have: • Reviewed the full RFP document • Prepared your cost proposal and supporting documents • Prepared documentation such as WSIB clearance, insurance, and company profile All submissions must be completed in full and submitted before the deadline indicated in the RFP document.
